Marriage Licences
Step 1: Pick your intended date of marriage. To submit your application online, your intended date of marriage must fall within three (3) months of today’s date. Please ensure there are at least five (5) business days between the day you submit your application and the date of the marriage ceremony. On-Site Marriage Ceremonies
The Municipality of North Grenville offers civil marriage ceremonies officiated by the Municipal Clerk’s Office. Ceremonies can be conducted in Suite C at the Municipal Centre, or other municipal space as available, on weekdays, evenings, and weekends, subject to the availability of both the officiants and the location.
Off-Site Marriage Ceremonies
Marriage services are available off-site to residents and non-residents, subject to availability of officiants and location. To book a civil marriage ceremony, you will need to provide the following information in an email to:

Your intended ceremony date must be within 3 months of the date your Ontario marriage licence is issued.
There must be at least five (5) business days between your marriage licence application submission and your ceremony date.

- Obtain an Ontario Marriage Licence
A valid Ontario Marriage Licence is required before a civil ceremony can be performed.
To obtain a licence:
- Apply through the Municipality of North Grenville or any other Ontario municipality.
- Bring the original, unsigned licence to your ceremony.

- Submit a Civil Marriage Ceremony Application
To request a ceremony, email the following information to
- Marriage Licence number;
- The date Marriage Licence was purchased;
- The location it was purchased;
- Date and time you wish to have your civil marriage ceremony (one month notice required and based on availability);
- Contact information for both parties
- Witness information (if available)
- Any accessibility or special requirements

After your application is processed, the Clerk’s Office will send a confirmation email with:
- Ceremony date, time, and location
- Assigned officiant
- Arrival instructions
- Required documents
- Pay the Ceremony Fee
Payment is required to secure your booking.
Fees:
The cost of a civil ceremony is $300.00. The rehearsal fee, if required is $50.00.

- Pre-Ceremony Meeting (If Required)
Some ceremonies may require a brief meeting with the officiant prior to the ceremony to:
- Review your marriage licence
- Confirm witness names
- Discuss the ceremony script
- Finalize ceremony details
- Please bring government-issued photo ID for both parties.
Your assigned officiant will be in contact with these details.
- Attend Your Ceremony
- On your ceremony date:
- Arrive 10–15 minutes early
- Bring your original, unsigned marriage licence
- Bring two witnesses (18+), or request municipal witnesses for an additional fee
Following your ceremony, the Municipality will forward your completed marriage licence to the Office of the Registrar General for registration. You may apply for an official Marriage Certificate through ServiceOntario once the marriage is registered.
The Municipality offers Commissioner of Oaths’ services in person at the Municipal Centre located at 285 County Road 44, Kemptville.
These services are offered to residents within the boundaries of North Grenville by appointment only. We kindly request that you make an appointment at least two (2) business days in advance. Please do not sign the affidavit section of the form(s) as all documents to be commissioned must be signed in the presence of the Commissioner of Oaths.
What Can Be Commissioned
The following is a list of some of the documents that Municipal staff can commission:
- Declaration Affirming Parentage
- Election to Change Name of Child under the age of 12 (Service Ontario form)
- Legal Name Change Application
- Vehicle Ownership Transfers -Sworn statement for a transfer of a used vehicle in the Province of Ontario (Service Ontario)
- Pension Purposes – Attestations a person is alive and confirming residency (there is no charge for this service)
- Delayed birth registrations
- Application to amend birth registrations
- Common law or single status affidavits (Government forms only)
- Statement of Conscience or Religious Belief – Immunization of School Pupils Act
- Municipal planning applications related to matters within the geographical limits of the Municipality (note that these documents are commissioned for free)
If you do not see the document you want commissioned in the above list, we invite you to call the Clerk’s office to determine if the document can be commissioned by Municipal staff.
What Can Not Be Commissioned
The following is a list of documents that Municipal staff cannot commission:
- Any affidavit related to divorce, separation, child custody or estates (including documents required by the Family Responsibility Office)
- Documents that need to be certified or if true copies need to be provided
- Forms which are required to be commissioned but also require true copies of attachments. Commissioners of Oaths cannot certify attachments. The exception is a federal government residency application
- Affidavits of true affidavits required for an applicant of a marriage licence
- Any court-related documents
- Consent letter to travel with children
- Documents that are leaving the country
- Real estate documents
- Wills
- Powers of Attorney
- Documents which require a Notary Public to affix their seal
- Insurance Claims
- Statutory Declarations in Lieu of Guarantor - Passport Applications and Permanent Residence Cards
What to Bring to Your Appointment
What you will need to bring to your appointment:
- Unexpired government photo identification (driver’s licence, passport). Please note that the Municipality does not accept health cards for this purpose
- Your completed document - do not sign the affidavit section of the document. All documents to be commissioned must be signed in the presence of the Commissioner of Oaths

Kemptville Union Cemetery
Kemptville Union Cemetery is owned and operated by the Municipality of North Grenville. The Cemetery provides interment rights for full burials and cremated remains, subject to availability and the requirements of the Kemptville Union Cemetery By-law No. 63-14.
Please
Cemetery services operate seasonally, weather permitting, and typically conclude around November 1 each year. Services resume in the spring.
Purchasing interment rights gives the purchaser the right to direct the interment of human remains or cremated remains in a designated lot and to direct associated memorialization, in accordance with the Cemetery By-law. It is not a purchase of land or real property.
Process
- Contact the Municipality to confirm the availability of interment rights.
- Review the Cemetery By-law and current price list.
- Enter into an interment-rights contract with the Cemetery.
- Pay the required fees in full.
- Receive an Interment Rights Certificate once payment is complete.
No burial, monument, marker, inscription, or other memorialization may take place until the applicable interment rights and related charges have been paid in full.

Interments
The Cemetery permits both full burials and cremation interments. Each grave may accommodate:
- One full burial.
- Up to four cremation interments.
****A casket burial cannot take place in a lot after cremated remains have been interred. If both are planned for the same lot, the full casket burial must occur first.
Before an interment can occur:
- The interment-rights holder must provide written authorization before an interment can take place. If the interment-rights holder is deceased, written authorization must be provided by the authorized personal representative, estate trustee, executor, or next of kin. Additional estate documentation may be required to confirm rights of survivorship.
- For a full burial, a death certificate, statement of death, funeral-home proof of death must be provided.
- For cremated remains, a Certificate of Cremation must be provided.
- Payment must be made before the interment takes place.
- The Cemetery must receive at least 48 hours’ notice for a burial.
The opening and closing of graves may only be carried out by Cemetery staff or persons authorized to perform work on behalf of the Cemetery. Cremated remains may not be scattered on a grave.

A portion of the purchase price for interment rights, and prescribed contributions for markers and monuments, is deposited into the Cemetery’s Care and Maintenance Fund. Income from the fund supports the general care, security, and preservation of the Cemetery grounds.
Care and maintenance may include:
- Re-levelling, sodding, or seeding lots.
- Maintaining cemetery roads, sewers, and water systems.
- Maintaining perimeter walls and fences.
- Maintaining cemetery landscaping.
- Repairing and maintaining cemetery buildings and equipment.
Care and maintenance contributions are generally not refundable, except where interment rights are cancelled during the 30-day cooling-off period.

A purchaser may cancel an interment-rights contract by giving written notice to the Cemetery operator within 30 days of signing the contract. In that case, all amounts paid are refundable within 30 days of the cancellation request.
After the 30-day period, the Cemetery will refund the amount paid for interment rights less the required care and maintenance contribution, provided the request is made in writing and the Interment Rights Certificate is returned, where one has been issued.
The by-law prohibits resale of interment rights directly to a third party. Instead, the Cemetery will repurchase unused interment rights at the current listed price, less the care and maintenance contribution paid at the time of purchase, subject to the terms of the by-law. The Cemetery is not required to repurchase unused interment rights in a multi-lot plot where an interment right in that plot has already been exercised.
All monuments, markers, footstones, and other memorials require approval from the Cemetery operator before installation.
Important requirements include:
- Markers must be installed by a qualified monument installer or Municipal staff.
- Markers and monuments must be made only of natural stone or bronze.
- One monument is permitted per lot, regardless of the number of graves within the lot.
- A monument on a single lot may not exceed 36 inches in width, including the foundation.
- A monument on a plot three or more graves wide may not exceed 60 inches in width, including the base.
- A maximum of four flush footstones, each no wider than 24 inches, may be placed on a lot in addition to a monument.
- All monument foundations are arranged by the Cemetery operator at the interment-rights holder’s expense.
- The Cemetery may remove prohibited items without notice. Examples include non-heat-resistant glass, ceramics, corrosive metals, loose stones, sharp objects, trellises, arches, chairs, benches, and excessive quantities of wreaths or flowers.

The Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) provides individuals with two rights:
- access to certain records under the custody and control of the Municipality; and
- protection of personal information.
Requests for Information
Many of the Municipality's records are available without making a formal request for information. Some records can be found on this website or are available by contacting the Municipal Office.
If a formal request is necessary, the first step is to fill out the Freedom of Information Request Form. Be sure to include as many details and be as specific as possible about the information you would like to obtain.
Submit your request with the required $5.00 fee by mail or in person at the Municipal Office. Requests are generally processed within 45 business days. We will contact you if clarification is necessary.
If you are an eligible charitable or religious organization, you may be able to raise funds through provincially or municipally licensed lottery events. The Alcohol and Gaming Commission of Ontario (AGCO) administers the lottery licensing program in the province and municipalities and the AGCO are responsible for issuing licences to eligible organizations.
Licensees and applicants are advised to read the first three chapters of AGCO’s Lottery Licencing Policy Manual as well as the chapter related to the lottery type they intend to conduct. They should also read the Lottery Licence Terms and Conditions, the terms and conditions for their lottery type and any additional documents that may relate to their lottery type. It’s important to note that they will be beholden to these conditions for all events conducted under the licence, and compliance is mandatory.
The Municipality of North Grenville can provide eligible charities and not-for-profit organizations with lottery licences for the following types of lotteries:
- Bazaar
- Bingo
- Blanket Raffle
- Break Open Tickets
- Raffles
New Application
Organizations must submit a lottery licence application at least 30 days prior to the event. All organizations are responsible for the yearly update of files (Board of Directors, budget, financial statements). Mock-up of the raffle ticket must be attached to ALL applications.
Prize Value
The market retail value of the prizes(s) to be awarded shall not be less that 20% of the anticipated gross proceeds from the sale of the tickets. This is calculated on the total number of tickets expected to be sold multiplied by the price per ticket as approved on the license application.
Important Information
- Please note that should your organization potentially have a prize of $50,000 or more, you will be required to contact AGCO in order to obtain a lottery licence.
- It is illegal to print tickets, promote or conduct a charitable gaming event without a lottery licence.
- An incomplete or late applications may result in the cancellation of your charitable gaming event.
- Any unlawful action during a lottery event may result in additional applications to be declined.
Extensions
From time to time, organizations may be required to postpone an event. Organizations must submit an extension request by writing to the Clerk’s Office at least 14 days prior to the expiry of the lottery licence. Extensions may be granted on a case-by-case basis and at the discretion of the Clerk.
